This study takes college students as the research object, adds elements of the students’ perceptual innovation atmosphere, and explores the impact of school reform on school effectiveness; and discusses its reconciling effect between school reform and school effectiveness. The results of the study show that, school changes was positively and significantly affect school effectiveness; and the innovation atmosphere had moderating effects on school effectiveness, there are in school software changes and school hardware changes, respectively.
