The purpose of this study was to investigate the respondents’ perceptions relative to the procedural adherence. The descriptive survey and quantitative research were exploited. Self-structured survey questionnaires were employed to 350 respondents were 250 PDL, and 100 Jail officers. Simple random sampling was used, includes the 4 -Point Likert scale, and weighted median, Mann Whitney z-value, P-Values, and the Cronbach alpha statistical tools were conducted. The findings indicate that both clients and officers have positively responded the resilient significance to the strict adherence to procedures, and issues in jail facilities. Therefore, basic needs, health services, inadequate equipment is like handcuffs, and failure to be informed on time of the status of the case are the highest factors affecting the reformation, and rehabilitation of clients on its implementation and issues. Thus, the outcomes of the study derived on the additional personnel, equipment’s, trainings, provisions of basic, transparency, and development of clean spacious place for the clients. However, the study did not include the aftercare program of the study. Hence, the previous study.
