Abstract
This study examined the effectiveness of the Human Resource Integrated Personnel Information System (HRIPIS) in improving human resource management efficiency in the Bureau of Fire Protection (BFP) Region 6. Prior to HRIPIS implementation, personnel transactions such as leave applications, promotions, training documentation, and recruitment processes were managed manually, resulting in delays, misplaced records, redundant encoding, excessive paper usage, and inefficiency. Using a descriptive-developmental research design, this study assessed the impact of HRIPIS on document processing speed, transparency, data accuracy, accessibility, and resource utilization. Findings revealed that HRIPIS significantly reduced processing time from several days to only a few hours, improved personnel record accessibility, minimized data entry errors through centralized digital records, and enhanced transparency through real-time monitoring. Additionally, the system reduced paper consumption by approximately 90%, particularly evident during FO1 recruitment, where applicants no longer needed to prepare multiple physical folders. The findings demonstrate that HRIPIS is an effective digital innovation that strengthens operational efficiency, promotes environmental sustainability, and modernizes HR management in BFP Region 6.
