CITIZEN BEHAVIOR IN EMERGENCY SITUATIONS AND SYSTEMIC MANAGEMENT MECHANISMS AMONG PARTNER ORGANIZATIONS

Abstract
This article analyzes the characteristics of citizen behavior in emergency situations and the issues involved in effectively organizing cooperation among partner organizations. Within the scope of the study, the principles governing the functioning of management mechanisms were examined using the state system for the prevention of and response to emergencies (FVDT) as an example. In addition, the study analyzes the decision-making process in emergencies, information exchange, the coordination of forces and resources, and the institutional aspects of systemic management. The findings of the research make it possible to develop scientific and practical proposals aimed at improving the management system while taking human factors into account in emergency situations.
